Assignment

Joan Lamphier served as Project Manager for the City of Pittsburg in their role as lead agency under CEQA to review and approve the TransBay Cable project. 

Project

The project involves placement of a high-voltage electrical transmission cable at the bottom of San Francisco Bay, connecting a power plant in Pittsburg with a receiving facility on the eastern shore of San Francisco at the foot of Potrero Hill. The cable itself is 55 miles long and was installed and buried on the floor of the Bay using high tech cable ships and submersible vehicles. Lamphier-Gregory provided a peer review of the CEQA document, facilitated public hearings and workshops, and prepared staff reports and presentation to City of Pittsburg and City and County of San Francisco decision-makers.

Results

The TransBay Cable Project was approved by both the City of Pittsburg and the City and County of San Francisco. Lamphier-Gregory’s role continues by serving as a mitigation monitor for the City of Pittsburg and by assisting in the myriad of subsequent permits necessary for implementation.
